Finding a good graphic designer?

Finding a good graphic designer? Where do people go to find a good, RELIABLE graphic designer? I used a few companies online but inevitably they ship oversees, and often times there is a language problem, and the time line never happens. I've tried here but already two members were not reliable. So where does a person go to get a website header made and all the other stuff one needs for a website. I pay well so what is the deal in finding someone reliable?

Oh I don't tell me to go to companies like Logoloft and all those others. They can be the worst to deal with and many of them can't keep tract of what designers the farmed my project out to.

So I just spendtabout 2 months getting my money back from paypal because this designer(of course oversees) up and left the company and didn't even tell me and the company (out of San Diego, CA) could not be reached for weeks after repeated emails and phone calls?

Frustrated!
