I have designed a forum splash screen with links, pics, and vids. Where Do I upload this to and what files do I edit to make my forum go to this page as the first page you see when you type in www.domain.com

Admin CP > vBulletin Options > Forum Home Options

Change the setting for the name of your forum home file. Then actually change the file's name to the one you set. Upload your new index file and name it index.php.
