New Thread Limitations based on Days Registered and Post Count

Hey Guys,

I am looking for a modification (and forgive me if it already exists), that can do the following checks before allowing users to make a thread in SPECIFIC forums.

Checks to see if the user has been registered for X amount of days.
Checks to see if the user has a post counter greater than X.
Checks to see if the user has not posted already in the past X amount of days.

It would also be great if these limitations could be set to specific user groups, but that's is not a requirement. Thanks for anyone who can help/point me in the right direction.
