It sounds like you may not have a problem. Scheduled tasks only log if they have work to do, and if a page is refreshed, thereby calling cron.php.

Try this. Change the birth date for your own user id to todays date and then refresh any forum page. Then go and check the scheduled tasks log. It should have logged a run.
