Uninstall ME reinstall and force a rebuild of the bitfields by adding

no luck... user permissions still not showing up in usergroups for ME, though I still have the ones for hotspot

am now going to upgrade to 3.5.4 from 3.5.3, though I doubt this is what is causing the problem
