In usergroup permissions, you can define who will have permission to view thumbnail / download attachment.

Currently, vbulletin does not allow viewing thumbnail without usergroup "Download Attachments" permissions.

mine is set to "yes" for download attachment, but there is still just a text file, no thumbnail.
