Well I haven't changed anything and it was working before so yes, there is no reason why it wouldn't be there now.

I have tried these things. It still does it.

Fixed. Completely my fault. The plugins were enable but the actual plugin system had somehow been disabled.

All working now. Sorry for the hassle.
