If you're an admin and can view it but cannot as a user, go back into Usergroups, edit the usergroup that is having issues viewing journal.php on the site, scroll to the bottom edit as desired.

Thanks for your help. Well, I've tried all that you've suggested, even tried adjusting the User Masks for permissions etc. Nothing seems to be working.
Now, when I go into the Administrator Permissions, I click "Yes" and save. I go back into this option and I notice that it changed BACK to no. I tried this several times, to only have the NO option automatically clicked back??
Any other suggestions?
