Well, basically u could start off with the action script for the primary user group. Then add an extra field to fill out a username to change to.

Then u have to add $extrafields to save the "old usergroup id" to a newly added field that u have to add to the user table.

Then the expiry field would have to be handled properly. I think I'll make it first so that the primary usergroup can expire first in the next version, then that should help with the action u r wanting to do.
