Need To Hire Experienced Forum person. VBulletin Help Needed ASAP

Hi I have vbulletin and I need to have some work done on my forum.

I want to add chat I need to have geo ads added.

I need to have smiles, bold, italic working.

Must understand hacks, mods, hooks and plugins. Must also understand how to work with the vbulletin templates and styles.
