Yes it is a plugin - to install:

Admincp> Plugin System > Download / Upload Plugins > Import Plugin Definitions XML File

Browse for the file> hide-invisible-users.xml (FROM YOUR PC) and click Import

There are no options in the admincp it just makes you not appear in the member count
