I do need to ask one question though, what is the custom time checkbox for? If we change the time we have to tick that for it to take effect?

Yes, you need to check the box. That was created in order to prevent a side effect (here's someone's quote from before):

You know. Sometimes you're replying to a thread, get distracted or get into something that requires research, and it can be quite a while before you actucally click Submit.

But, since the Advanced Editing Options are displayed then, the post is marked as being posted at the time you started writing. It can cause it to be out of order.

If you don't check the box, either the system time will be used (on new posts) or no change will be made (on post edit).
