This isn't exactly what you want, but it may work for you. Create the forum. Set it to displayorder=0. Nobody can see it that way.

Go to the forum permissions screen. Click deny all. This prevents any users from accessing it. Then, go in and allow the usergroups that you want to have access.

Finally, set the displayorder to what you want it to be.
