Is there any hack made now that could help me to program into another site so that it can send a private message to a user on my VB site?

Just code that I can write into the PHP on the other site that sends a PM notification on the board when somethng happens on the other site?

Lets say you had a site. And for some reason you wanted that site to be able to send PM notifications to people on your message board. Is there any Hack like this already made that anyone knows of.
