You can do this via user permissions.

Create a new user group with permission to view everything that registered members can view PLUS the forum(s) that you want them to be able to view.

Then

Create a new promotion, for users with 30 posts (don't set a reputation or time paramter), to move users from the registered user group to the new group you just created.

This will then run with an automatically created cron job every hour.
