Being both a professional designer and a coder here on vb.org, i can defend both sides.
When you first go to a site, no matter how good it
works, you won't stay at it for more than 5 seconds unless it looks good. The design of a site shows everything from professionalism, to purpose, to how much you can trust the site.
Now, no matter how good the site looks, a user would not go back to it unless they have a reason to be there. This is where coding kicks in. Scripts and such coded by coders give users options and things to do at the site.
With that being said, you can't really compare a coder to a designer. However, i think it is safe to say that they are equal in importance.
