I thought I saw a hack like this before, but is there a hack which would grant a user full control over their forum

Meaning, they'd have the ability to ban people from their forum, but not the WHOLE forum overall?
And/or other features like setting the style for the forum and stuff normally only accessible to Admins/super mods
