It's all in the vbulletin options under the "Style & Language Settings".

Set the default style from that drop down menu and if you want everybody to have that style, then you have to set "Allow Users To Change Styles" to no.

But if you have multiple styles and want the users to be able to choose the skins, then you have to set "Allow Users To Change Styles" to yes.

And last, you need to go to your vbulletin style manager, and make sure that there is a check box next to each style's name.
