It looks like the forum setting "Show this Forum and Child Forums on the Forum Jump Menu" makes the difference ..

If you have this set as no, the forum in question wont show in the parent forum list no matter the permissions ..

(Which works on forums that are just links too .. so please leave it as it is

)
