To edit the avatars permissions, you need to go to AdminCP >> Avatars >> Avatar Manager when in there you will see all of the categories and on the right hand side you will see "Avatar Permissions", go in there and edit the usergroups for all of your categories. When you do that all the avatars will then disappear out of their usercp and show up in the store when they want to purchase one.

Thanks that was the missing piece. I gave up and was going to disable the default avatar options altogether.

That said, the selection process for a deafult avatar is pretty tedious, so I may disable it anyway.
