I was thinking about making a change and instead of it listing the numbers... 2,5,6,7, I was thinking have it list the usergroups itself and "check off" the ones that are currently "allowed".

I might look into some global setting like you mentioned, it is kind of a pain to add a usergroup to "all" items.

Do you have the eBux Global Setting enabled? That is the most common error with the gifts not showing.
