Even something as simple as putting them into a seperate usergroup for a set time would be sufficient. Then, you just place any restrictions you want on the "Jailed" group. Have a cron job bail them out after a certian period.

I was thinking of having a single forum where "inmates" could talk, but wasn't accessable for non-jailed members. This way, inmates could leave messages, make it a bit more fun.
