Can someone explain what the Thief System in eBux and eStore all about?

I just do not understand how this works..

There is also a mention of a theftee etc.. A detailed explanation would be good..

Kindly help.

5) Thief Success Rate Percentage. (Very simple check at the moment.)
6) Thief Always Fails On Staff.
