I think the whole userage thing doesn't work anyway - as long as you don't request a copy of their ID card....
I can signup everywhere and just enter 12/6/1923 as my date of birth....

On my forum we try to get all areas as clean as possible.
Offensive stuff (if only for teens or in general) get's moved into the "MODs only" forum - away from from the public.

We then have a special forum section that only members of a special group can even see.
ATM people are moved (and picked) into this group by hand.
