I have considered that, but the thing is that people never read stuff like that. They just scroll down and click "I agree".

With this system, they'd actually have to enter the rules page and get to the bottom of it, which would at least hopefully mean they at least skimmed them through. Nothing would tell them they need to go to the rules page and click a link there.
