As far as user points for various things...I dont know that you'll have much luck with that. I know there is a cash and shop mod being developed, but I'm not sure how far along it is. Go here for more info.

As far as ranks, yes, everything you listed can be very easily done. When you go to the User Manager and edit a user, you can edit their Title (rank)...be sure to select Yes for custom title underneath that.
