Personally, I didn't go for a minimum daily post to use the arcade because I thought that most of the posts would be useless and just posted in order to access the arcade.

What I did was to use the age old problem of getting new members to post and to post enough so they get used to posting. So I made a user group into which all members who hit 50 posts would be promoted and then get access to the arcade. So my members need a minimum 50 posts to play the games. I've found that it has paid off with most members who have access to the arcade going way beyond 50 posts and it has also been well received by most members. There are a few complainers but only a few.
