I like the idea, but I don't think they will be able to manage it if the add-on becomes popular. Can you imagine the kind of traffic a site like yahoo.com would push their way?
If I were going to code a chat system like this I'd start with my own irc server. I'd build an applet that would work within the browser so the user could get to irc without needing a program on their own computer. To pull it all togther tie IRC's nickserv in with the user accounts used on your site (in our case vBulletin user accounts).

Make it so that the last 20 messages showed regardless of the user's current connection. You would have a very nice product.
