Okay, I thought about this a while ago, but haven't found it anywhere. Is there a hack for this?

Basically after users get X amount of bad rep, they're automatically (maybe temp. or permanantly) banned. I'd like this so, if say, the forums being spammed somehow, regular users can give the spammer bad rep and ban him if enough do it.

Thoughts? Does this exist?
