If you're talking about how to give the rep points, then look for a little scale icon somewhere in the postbit. The style you're using might of removed it .. here's the way it is on 2 different vBB forums (with a vert and hoz postbit)

Oh, as for giving someone a higher rep, once the feature is enabled, you can raise their values indivually, in each persons profile. If you update the counter however, it will be reset.
