Nowhere in the install did I see where I was supposed to create a data folder.

If you uploaded the 'vbseo_sitemap' folder, the data folder was contained within it. Im guessing you created a 'vbseo_sitemap' yourself and uploaded the files, instead of just uploading the whole 'vbseo_sitemap' folder.
