well the problem is that we don't want to administer their subforums and they don't want us to either. Each group has different guidelines to posting in their subforums, some are more strict than others. If another user ends up posting in their public forum in a way that the group disagrees then we want them (the moderator/team leader) to be able to ban them if they must without having that ban affect that user on other parts of the forum.

we and they would also like the ability to change the colors/banner of their forum without having to get anyone else involved.
