I am trying to add this to my header....

Here is what I am trying to add directly below it so it shows on all pages between the logo and the navbar.
It's a row of mouse_over buttons..
I currently have it setup as a module for my cmps homepage but would rather have it on all the pages.
How do I do this?
Is there a way to convert it to a template?
