First off I hope I have posted this in the right forum, if not please move it.

Id like to create a direct link from my nav bar to my forum rules like has been done here on this site and I am wondering how this works.

I noticed that the path is https://vborg.vbsupport.ru/rules.php?

What exactly is or how does the .php extention work? or shall i say how do I create a web page like this in .php instead of html? Im new to this so Im curious as to where to start.

I hope i am asking this the right way.
