I've used both products in the last couple of years and both are very good.
I've moved to vbAdvanced as the basic front end now as I tend to do a lot more of the backend stuff myself, but if and when I do build sites that need a portal, I tend to veer towards vBPortal, no particular reason, I just find it a little bit better tied into vBulletin and a little easier to modify and change the code.
But then again i've tried vBulletin "compatible" CMS systems like phpNuke, Mambo, Red Queen, Nephp Publisher and various others and it's basically become a case of horses for courses, most have uses, depending on what you need them for. The worst regarding support and updates that i've come across is Nephp Publisher, but at the same time, I've found it to be by far the best for what I normally need, so I've pretty much rebuilt it in time to get it working just the way I want it.
Regarding the two in question though, I'd say that a lot of it depends on your skill level and experience, cause to me I find vBportal a doddle to use, set up and mod, but I find Drpual very taxing on the brain to start with and not quite so flexible.
I've stopped using both product since vBulletin 3.5 came out though, as I've obviously picked up a few basic coding skills along the way and now I pretty much have have my own system in place, which basically uses a few little bits of vbadvanced in it to support it and make life easier. Although i'm still learning and the more I learn the less of vBadvanced I use too.
