vb.org Archive - View Single Post - Able to receive but not send PMs

I want a hack where users are able to receive PMs, but not send them. I have a few spammers coming to my site, and it's been problematic because we have the Welcome PM installed and yet I want to make users unable to send PMs until they have 15 posts so that the PM spammers will fade away. Anyone know any plugin that can do this?
