There are some good tuts out there on html, i think it's a simple tag, but thats not for me to solve as it's your own personal custom header...google is your friend!

Scrollbar is altered via the extra css definitions, look for the ".HTML {}" you'll see the codes, just a matter of altering the hex for your own colours!
