Hmmm, a few ways I suppose...

First of all set up a bunch of usergroups with different levels of access.

The massmove function in the admin cp can filter people by posts and activity and you can move them to the appropriate usergroups.

Set promotions in your lower usergroups so that when people start posting more they get automatically moved into higher usergroups.
