Are you talking about the Quick links drop down menu that is next to the search menu? If you are then it is in the navbar template. There is a section of it that is all about the menus, it starts with the search I believe, then goes to the user cp tools (I think, but either way that is where it is) To have the "Chat" as a header you would add a header row first then your row. Am I understanding you right or no? If not let me know!
