Photoshop is designed for photography, it never was suited for web art. It's learning curve is also too high for those starting in the graphic art field, and it produces files too large for the web, too.
That said, make sure you double check your gamma settings and get it to match your monitor profile's. That way what see you in the PSD will be the same outside of the program as well.
In PSP 7, all that's needed is to fill the first layer (the background) with the color you like; If needed, remove the white matte (with the Remove White Matte option under the Layers menu); then click the Manual Color Correction option; chose your color; click on an area of the button, and the default blue will turn to the color of your choice (if it's too dark/light/washed out, fiddle with the 2 check boxes -- Preserve Lightness and Saturation). Save that, merge the image and save/optimize the entire image.
Easy as 1-2-3.
