vb.org Archive - View Single Post - Alphabetically Ordered Forums

I am trying to make it so forums will be displayed in numerical order based on the number entered for each, and then if two forums have the same number, instead of ordering by forumid, I want to order by forum name.

My question is, where would I look to find where forum orders are specified when each page loads? I think this would be simple to do, but need to be pointed in the right direction.
