Skinning - vBulletin. By far.

Management - The AdminCP isn't as PRETTY as IPB, but it can be skinned. The functionality is much greater, though.

Features - Eh, they both have a lot.

Modding - vB 3.5 has a modding system that allows for Plugins that usually don't require ANY editing of files. I installed like 20 hacks in a half hour.

Ease of Use - I used to use IPB, but when I switched to vBulletin, I decided not to go back for any of my serious forums. It's not so much EASIER to use as it is BETTER, in my opinion.
