That would be a simple solution - The admin goes to a script either in the forum directory or the admin side and enters either a user's ID or name and open's their forums...

Or, an even better idea, would be to store the forumid of their forum in their user profile, and have a link to their own private forum show up in the members list for admins, and possibly in their forum profile too
