I would like to find a hack that filters out certain topics.

So for example if a user writes "your momma", he is automatically inactivated for 15 minutes. Within that time he cannot post or do anything on the forum. This to prevent that he tries again post the same topic. And of course before he is inactivated he will get a message about it so he understands why it happened to him.
