If you mean how do you modify the existing phrase to add more reasons for not having permission, then there are 2 ways of accomplishing this:

1.) You enable debug mode in your config.php file and alter the MASTER LANGUAGE phrases

2.) You paste the altered version of the phrase into the "English (US) Translation" box and this will become what is displayed
