Just hiding the Links won't keep other Admins from using the Scripts if they don't do Permission checks on their own ...

Anyway, you can edit the cpnav_xxx.xml Files to check for certain Admin Permissions by adding parameter permissions to their navgroup entries.

You can also introduce custom Admin Permissions by using Hook can_administer, but currently it's still a bit tricky to provide a GUI for adjusting such Permissions as it is not possible to stick them into the standard Admin Permissions editor.
