In the code you displayed, there are no javascript mouseover handlers. The effects are probably controlled by the a:hover values in your css (which is where they should be handled--and this should not be slowing your forum). If you want to change or eliminate the effect, look in the "Main CSS" panel for your style. At the bottom of each style selector is a place that controls links in that selector--its the hover that you want to change.
