A new design for smilies display has already been completed in v1.5, it won't be a pop up however, simply because:
A) I hate pop-up's just like any normal person browsing the net

B) Thew new way looks cooler

As for the deletion of shouts, that will occur every time you upgrade, however i don't see it as a major loss myself, shoutbox's are pretty much full of random stuff people stick in
