Flashchat does not use IRC.
I don't know anything about vbchat, but I am happy with flashchat.
The only complaint I DO have about flashchat as it integrates with vBulletin 3.0.7 is that users must enter their user names again into the Flaschat login to get into that program.

Flashchat is a flash application that works like a realtime chat as you've seen in AOL and other online chats. Users don't have to memorize commands to do things since almost everything is push-button. However, for those who wish to use them, shortcuts are there.
