.xml is the .style equivalent for vB3.

Go to your vBulletin CP - Styles & Templates - Download/Upload Styles. Go to the 'Import Style XML file' Point to the XML file on your computer or server, leave it on make new style, and for the style you linked above, click 'Ignore style version'

Give it a title, change the display order if you like. Then Click Import. Done.
